As
part of his professional career, Mr. César Luna-Victoria
has served as director of several companies, institutions
and public entities. He has also worked
as advisor - of the chief of the Peruvian Tax
Administration (1985-1987) and as the advisor
of the
director of the public entity in charged of training
the Tax Administration (IAT, Tax Administration
Institute 1985-1987) and the Bicameral Congressional
Commission in charged of the revision of the proposed
tax laws, including the Tax Code (1992). He
has also been a
consultor of the IBD for the revision of the tax
system applied to the financial system and the
capital markets (2005).
Mr.
César Luna Victoria is an active member of the
Peruvian Tax Law Institute (IPDT), Instituto Peruano
de Investigación y Desarrollo Tributario (IPIDET)
and the International Fiscal Association (IFA
- Peruvian Group). He
has been a member of the board of directors of
these associations and a lecturer on Peru´s tax
position in Latin American and Europe (Latin American
Tax Law Institute, Lisbon 1998).
He was national reporter in the annual
conference of the International Fiscal Association,
Vienna 2004 and has been called to be national
reporter in the coming conference in Amsterdam
2006 and Kyoto 2007. He has been designated to
serve as a member of different tax consultative
commissions by the Lima Bar Association.
Mr. César Luna-Victoria
also serves as professor of Corporate and Tax
Law at the Catholic University of Peru School
of Law. He also colaborates with specialized journals
of Law and Economy.
In 1999 he was appointed as Minister of
Industry, Tourism, Integration and International
Commercial Negotiations (today Secretary of Foreing
Trade) and the year 2000, Minister of Fishery
(today Secretary of Production).
